Timothy Zeller

Timothy C. Zeller, Esq. is a business immigration attorney with deep experience guiding employers and entrepreneurs through United States immigration strategy, compliance, and complex adjudications. Based in Philadelphia, he advises multinational companies and founders on practical immigration roadmaps that align regulatory requirements with business realities, supporting successful transitions for employees while helping organizations reduce risk, avoid preventable delays, and maintain operational continuity. 

Mr. Zeller oversees and directs support staff in the full lifecycle preparation and filing of USCIS submissions and consular processing matters across employment and investment related visa classifications.  This includes managing a high volume caseload while maintaining rigorous quality control, clear internal workflows, and consistent client communication.  He regularly leads intake and consultation processes for new business clients, quickly identifying viable immigration options, developing an appropriate petition strategy, and executing that plan through filing and adjudication. 

A consistent focus of Mr. Zeller’s practice is corporate and regulatory compliance in high scrutiny environments. He reviews corporate documentation to ensure alignment with applicable immigration rules and to support initial approvals and renewals, particularly in corporate and investor contexts.  In this capacity, he reviews transaction and investor facing documents and suggests immigration related revisions, where appropriate, to align language and structure with regulatory requirements and evidentiary expectations.  He also drafts and refines legal memoranda, contracts, operating agreements, and briefs to support client objectives and strengthen filings.  In parallel, he conducts legal evaluations designed to protect client interests and reduce exposure to noncompliance, work that directly supports stronger filings and reduces the risk of denials and other adverse outcomes. 

Mr. Zeller also advises organizations on immigration program governance and internal stakeholder alignment. He counsels in house counsel and immigration teams on compliance matters, helping ensure policies function effectively in real world practice.  He streamlines internal processes related to work authorization and visa acquisition to improve completion times, and he continuously evaluates compliance against evolving requirements and guidance from relevant federal departments, supporting consistent execution across an organization’s international personnel needs.  This combination of technical immigration knowledge, operational process design, and stakeholder communication makes him particularly effective in engagements where clients need both legal precision and a repeatable approach to case management.

Where matters require escalation, Mr. Zeller brings federal litigation experience, most notably in mandamus actions seeking to compel agency adjudication. He has advocated for clients through favorable rulings in federal mandamus litigation, including building case specific strategies, researching precedent, drafting briefs, and responding to motions to dismiss.  This experience reflects strong written advocacy and a practical command of litigation posture and risk, capabilities that can be decisive when government delay or inaction threatens business operations or individual livelihoods. 

Mr. Zeller’s formal training includes a Juris Doctor from Stetson University College of Law, 2019, and a Bachelor of Science in Political Science from Florida State University, 2014.  He is admitted to practice in the State of Florida and in the United States District Court for the Middle District of Florida.  He is bilingual in English and German, enabling effective communication with German speaking stakeholders and facilitating smoother collaboration across international teams.
